We were informed that when she asked the Society for a copy of their Client Access to Records Policy she was told by the Society that the policy is currently being modified and that there is no policy currently available.
The Council has followed up on this matter by sending an e-mail to the Society asking for clarification.

Subject: Access to Records Policies
It has been brought to the attention of the Foster Care Council of Canada that the Children's Aid Society of Toronto is currently changing its policies regarding client access to records and that during the time that the modifications are taking place, the Society is telling clients that there are no policies in place due to the fact that the existing policies are being modified.
I would like to ask from the Society, clarification on this point so I can inform the clients who are contacting me what the correct information is regarding this important matter.
Could the Society please answer the following numbered questions.
1. Is the Society currently modifying their policies which pertain to client access to records?
2. If the Society is currently modifying their policies pertaining to client access to records, is it true that the Society has left clients with no policy at all regarding client access to records during the modification process?
3. If the Society is not currently modifying their policies pertaining to client access to records, will the Society notify all staff that there is no modification of the policies pertaining to client access to records, instructing them not to tell clients that this is so.
